Securing and Assessing Reading Fluency

Reading with fluency is essential alongside skilled word reading, accurate decoding and word recognition. Often referred to as the bridge between word reading and comprehension, reading with fluency is the ability not only to read words correctly, but to do so with sufficient ease and expressive phrasing so that the reader’s cognitive attention can shift to the most important task of making meaning.

From the early years of primary education, reading instruction in the UK focuses on the securing of phonics knowledge, permitting children to decode words with confidence. From there, the essential dimensions of reading – language knowledge, fluency and comprehension – develop in tandem, each dependent on the other. Skilled word reading and comprehension can be expanded through regular reading of a wide range of texts, and they must both be fostered to create competent readers.

Reading fluency is a skill that is developed through meaningful practice, exposure to rich vocabulary, and structured opportunities to read aloud with increasing confidence. It should be regularly taught and assessed to help teachers identify gaps and challenges that pupils may face. The struggle for teachers arises when it comes to assessing reading fluency, as many standardised tests do not allow diagnostic assessment of pupils’ specific reading gaps. Hearing pupils read aloud, and talking to them about what they’ve read, provide a greater insight into their reading behaviours which can then inform an instructional approach.
